The governments of each city run independently of each other, with limited contact between cities.

Utterly terrified by the Rusty Crash and the near-destruction of the entire planet, the new cities decided to leave each other alone in an effort to avoid potential wars. They all eventually agreed upon the Prettytime brain lesions in the hopes of eradicating war forever, but some people needed to be fully alert to deal with any unexpected threats, and soon enough these people created Special Circumstances.

The Pretty Committee meets annually and is made up of representatives from every city. Although the group was first created to set standards for the Operation, its also a way for the cities to communicate with each other.
